Gov. Ron DeSantis declared a state of emergency Monday in seven central and eastern Florida counties after torrential rains flooded roads and shut down schools. The order allows local supervisors of elections to designate alternative polling places for sites rendered unsafe or inaccessible by flooding ahead of Tuesday's election. Brevard County canceled schools Monday and Tuesday, closed several roads, and shut offices in Titusville, Melbourne, and Palm Bay while keeping its Viera site open. A canvassing board meeting set for Monday afternoon was cancelled, and Brevard Supervisor of Elections Tim Bobanic said officials were evaluating whether original polling sites would be accessible by Election Day.

Floodwaters remained high Monday evening at the intersection of Sarno and Wickham roads in Melbourne, Florida, despite some improvement after crews cleared storm drains earlier in the day. About 1 to 2 inches of water had receded, but officials warned it could take several days for levels to return to normal, with nearly 19 inches of rain recorded at Melbourne Orlando International Airport. Brevard County Public Schools canceled classes Tuesday due to the flooding, affecting schools within a 3-mile radius of the intersection. Drivers and pedestrians were urged to avoid flooded roads, particularly after dark, and voters heading to Election Day polling locations were warned never to drive through flooded intersections.

Brightline, a Miami-based passenger railroad, suspended its service between West Palm Beach and Orlando on Monday due to high water conditions impacting the rail corridor in Brevard County on Florida's Space Coast. South Florida trains serving West Palm Beach, Boca Raton, Fort Lauderdale, Aventura and Miami remain unaffected. The company is targeting a 2 p.m. Tuesday resumption of Orlando service, pending inspection of tracks, signals and crossings once water levels recede. Affected customers with reservations are being contacted directly, and maintenance personnel are working in coordination with Florida East Coast Railway and Brevard County Emergency Management.
