A vendor printing error during the ballot replacement procedure caused 7,791 Tulare County voters—primarily in the city of Tulare—to receive duplicate vote-by-mail packets for the November 3 midterm election. The Tulare County Registrar of Voters confirmed only one ballot per voter is ever counted and that additional ballots are not processed, though voting twice remains illegal and punishable by a fine. Affected voters are instructed to submit either packet and securely destroy the duplicate. A postcard in English and Spanish is being mailed to affected voters with guidance and contact information for the Registrar's office.
