On Sept. 1, the Davis City Council voted 4-1 to put its next trash-hauling contract out to bid instead of negotiating a new one with Recology alone. Recology can still compete, the vote did not change services or rates, and city staff say they will return with a plan for hearing from residents on service levels before bidding begins.

Willowgrove, a 232-acre housing project with 1,250 units on Covell Boulevard in Davis, will appear on the November 3 ballot as Measure W after more than 10 years of planning. The proposed development includes smaller-lot homes, 20% affordable housing built without city funds, a 17-acre community park with an indoor gymnasium, a transit hub, and a bicycle underpass beneath Covell Boulevard connecting Wildhorse, Mace Ranch, and East Davis. Agricultural mitigation would preserve most of Bullseye Farms in Yolo County through a 2:1 arrangement. The article is an endorsement by former Davis Planning Commissioner Eileen Samitz urging residents to vote YES on Measure W.

Woodland voters will decide Measure Y, a one-percentage-point sales tax increase estimated to generate $16 million annually for city services including road repairs and public safety, and Measure Z, which would extend water and sewer services to qualifying businesses within one mile of the city's urban limit line. The proposals come amid a $150 million road repair backlog and a $3.5 million general fund deficit, with the city having grown 15% over 15 years without proportional revenue growth. Measure Z would primarily affect Clark Pacific and Bayer U.S. Crop Science, both of which sought reliable water and wastewater services due to groundwater concerns. Both measures require a simple majority; no opposition arguments were filed for either measure on the ballot.

The city of Winters is advancing plans to upgrade its water treatment system to meet California's new drinking water standard for hexavalent chromium (chromium-6), with compliance required by Oct. 1, 2027. Several city wells currently exceed the state limit, though local drinking water remains safe. The first phase is estimated at $15 to $20.5 million plus ongoing operating costs, compared to the city's annual water revenue of roughly $1.6 to $1.8 million. Winters has applied for state financial assistance and is pursuing grants and low-interest loans; a water rate study is planned, with any proposed changes subject to Proposition 218 public notice and protest procedures.
