Willows Voters to Decide Cannabis Tax Measure K on Nov. 3 Ballot
Willows voters will decide whether to approve Measure K, a cannabis business tax of up to 10 percent of gross receipts (initially set at 5 percent), on the November 3 ballot. The Willows City Council placed the measure before voters in June, with supporters estimating it could generate up to $260,000 annually for the city's general fund to support police, fire, roads and recreation. If approved, the tax would take effect January 1, 2027, and the council could later adjust the rate by resolution up to the voter-authorized maximum. City leaders have outlined the measure's provisions but have not endorsed or opposed it.
