A UC Davis Road Ecology Center report authored by Fraser Shilling identifies San Francisco International Airport (SFO) and Oakland San Francisco Bay Airport (OAK) as vulnerable to flooding during an anticipated El Niño winter if king tides, Kelvin waves, winter storms and elevated ocean levels coincide. High tides flooded parts of the Bay Area on Tuesday, which Shilling called a preview of potential conditions. OAK completed a perimeter dike project about two months ago providing what Shilling described as 2050-level protection, while SFO relies on existing seawalls, berms and pump systems that Shilling questioned as long-term solutions. Both airports say they are conducting seasonal preparations including drainage clearing, pump maintenance and sandbag placement.
