Judge Denies Belgal's Release After Oct. 8 Marble Hill ICE Shooting

U.S. District Judge Hector Gonzalez in Brooklyn ruled Friday afternoon that Oscar Belgal, shot by an ICE agent on Oct. 8 in Marble Hill, will remain in detention at the Metropolitan Detention Center pending his immigration case and habeas corpus petition. The judge found Belgal received adequate medical care, including wound care, concussion evaluation, and a CT scan at Brooklyn Hospital. Belgal's attorneys, represented by the Legal Aid Society, argued his condition was deteriorating and that he was held in solitary confinement with a bullet lodged in his neck. The Bronx District Attorney's office and Manhattan DA Alvin Bragg are investigating the shooting, which occurred on a crowded street where Belgal's 5-year-old son was in the vehicle. DHS defended the agents' actions; Belgal has not been charged with new criminal offenses and is held for civil immigration violations.

NYC Mayor Orders Probe into Off-Grid City Business Communications

Mayor Zohran Mamdani announced that Corporation Counsel Steven Banks is personally investigating allegations that officials at the Department of Citywide Administrative Services (DCAS) used personal emails and texts for official business. The inquiry follows a whistleblower lawsuit alleging that supervisors bypassed city communication protocols to discuss sensitive topics, including nepotism and lease requests. On October 8, the Law Department issued a letter instructing DCAS staff to preserve all relevant personal communications. This action comes after reports revealed similar off-grid messaging practices involving City Hall aides.

Borough President Urges Rejection of Herald Square Billboard Ahead of Oct. 28 Hearing

Manhattan Borough President Brad Hoylman-Sigal and Community Board 5 are urging the city to reject JEMB Realty's proposal for a four-story LED billboard at Herald Center, 1293 Broadway, across from Macy's. The developer seeks a zoning text amendment and special permit to install a 2,333-square-foot display spanning 58 feet and rising from roughly 60 to 100 feet above street level. Opponents cite light-trespass concerns for residents of Herald Towers, a 690-unit building at 48 West 34th Street owned by the same developer family, and warn the single-building exception could set precedent citywide. The City Planning Commission is scheduled to hold a public hearing on the application Wednesday, Oct. 28. Both the community board's September vote against the project and the borough president's Oct. 14 recommendation are advisory; the proposal has not received final approval.

MTA Defends Fare Enforcement Teams After Violent Altercation Stand-Down

MTA Chair and CEO Janno Lieber said Friday that bus fare evasion enforcement squads, known as EAGLE Teams, remain an important component of transit operations despite a stand-down order issued Thursday following violent altercations between agents and riders. Four EAGLE team members were removed from service after surveillance video appeared to show them in a physical struggle with rider Kyle Taylor on a B14 bus in Brooklyn on Oct. 6. Lieber cited fare evasion exceeding 40% on buses, with annual losses reported between $300 million and $568 million, as the reason enforcement cannot be abandoned. The teams will not return to the field until training and incident-reporting protocols are reviewed by MTA leadership.

Mayor Mamdani Rallies for Delivery Protection Act Outside City Hall

Mayor Zohran Mamdani joined Council Speaker Julie Menin and union members on Thursday, Oct. 22, to rally outside City Hall in support of the Delivery Protection Act, a bill led by Queens Councilmember Tiffany Cabán that would regulate Amazon's use of third-party delivery drivers. The legislation has overwhelming Council support and is expected to pass later this year, with final language being finalized by lawmakers and the city's Law Department. Opposition has grown from business groups including the National Urban League and the Trucking Association of New York, who argue the bill would raise costs and eliminate jobs at third-party delivery companies. Amazon operates multiple warehouses in Queens where drivers have unionized and backed the protections. Menin said she wants to address businesses' concerns about potential consumer cost increases before finalizing the bill.
