StanRTA Proposes 15% Bus Service Cuts; Plan Presented Dec. 3 in Modesto

Stanislaus Regional Transit Authority (StanRTA) plans to reduce bus service by 15% next summer to address a $3 million budget shortfall driven largely by federal transportation funding cuts and high gas prices. The "Connect the S" plan will combine, alter, or cut routes serving Modesto, Ceres, Riverbank, and BART connections, while maintaining free rides for youth, military members, veterans, and Modesto Junior College students under Measure L. Route 24 near the Riverbank Costco is likely to be eliminated entirely, and two of three MJC-servicing routes will be impacted, with a new inter-campus shuttle proposed. StanRTA's finalized proposal will be presented for public comment at a board meeting Thursday, Dec. 3, from 1 to 3 p.m. at 1111 I Street, Suite 308, in Modesto.

Congressional Campaign Spending Lopsided in CA-13 Race Between Gray and Lincoln

Republican-aligned groups have spent over $4.34 million in California's 13th Congressional District race this year as of Oct. 11, compared to less than $400,000 from Democratic-aligned groups, according to campaign finance records. Incumbent Democrat Rep. Adam Gray, who won the seat by 187 votes in 2024, faces Republican former Stockton Mayor Kevin Lincoln in a contest spanning communities from Stockton to Merced along State Route 99. GOP Speaker Mike Johnson held a rally for Lincoln in Chowchilla, while House Democrats sent their campaign committee chair to Modesto and dozens of volunteers launched canvassing at a Modesto union hall Saturday. The race centers on issues including the $100 million Campus Parkway road project in Merced County connecting Highways 99 and 140 to UC Merced, water access, and agricultural policy. The Cook Political Report moved the race from 'toss-up' to 'lean Dem' in January following California's Proposition 50 redistricting.

Modesto Residents Can Report Hazardous Halloween Decorations via Code Enforcement

Modesto city officials and law enforcement clarified that Halloween decorations are generally protected by the First Amendment, but content-neutral regulations apply to displays that obstruct sidewalks, block streets, or create fire hazards. Residents can report violations to Modesto's Code Enforcement Unit at 209-577-5250 or through the Go Modesto App; submissions remain anonymous. A code officer is typically assigned within one to two days, and non-compliant property owners face escalating citations of $100, $250, and up to $500. Police may also intervene if decorations constitute threats, harassment, or hate symbols rather than mere offensive expression.
