Students at Santa Maria and Lompoc high schools walked out on Friday in response to the October 21 detention of Erik Zepeda, a 20-year-old U.S. citizen and special needs student, near Santa Maria High School. According to witnesses, Zepeda was tackled and restrained by federal immigration agents before being released with injuries that later required surgery; ICE said he matched a description of their target and denied broken bones. Congressmember Salud Carbajal filed a request with DHS Secretary Markwayne Mullin on October 29 calling for an investigation into Central Coast enforcement operations, citing reports of daily ICE activity throughout October. The nonprofit 805 UndocuFund reported at least 1,350 ICE arrests in Santa Barbara County from January 2025 through October 2026, with the majority occurring in Santa Maria (848) and Lompoc (316). Santa Barbara County identified 180 names on the DOJ list; county elections chief Joe Holland declined to make a public statement, while DA John Savrnoch stated he had no intention of investigating citizenship claims. A DOJ letter demanded verification within 48 hours and threatened legal liability for non-compliance, which Judge David O. Carter cautioned could chill voter participation.
