ETA Report Urges MTA to Build IBX as Fully Automated Light Metro

The Effective Transit Alliance released a report recommending that the MTA design its $5.5 billion Interborough Express (IBX) line between Bay Ridge, Brooklyn, and Jackson Heights, Queens, as a fully automated light metro rather than light rail. The ETA argues automation will enable more frequent service at lower operating costs, citing projected ridership growth of 82% since the 2022 feasibility study. MTA staff have expressed a preference for automation but say the decision rests with the MTA board, while Transport Workers Union Local 100 opposes expanding automated operations. The report also recommends platform screen doors and high-floor trains, and urges the choice be made before the draft environmental impact statement is released later this year.

Public Design Commission Tables Metropolitan Park Casino Design Vote

The NYC Public Design Commission unanimously voted to table its vote on the stairway and balcony design of Steve Cohen and Hard Rock's $8 billion Metropolitan Park casino complex near Citi Field in northwestern Queens. The delay followed a nearly five-hour public hearing Tuesday where dozens of residents raised concerns about environmental impacts, particularly worsening flooding in the flood-prone area. Commission President Deborah Marton said the panel could not proceed without understanding the site's overall conditions. The commission had previously approved other sections including the master plan and parking garage, and members indicated they expect to ultimately approve the design.

The suit claims the officers violated NYPD guidelines prohibiting the use of vehicles as instruments of force during stops. Defendants include ten unnamed cops from the 115th Precinct and Community Response Team; the city’s Law Department is reviewing the complaint.

NYC Council Proposes Dynamometers to Test Illegal E-Bikes, E-Scooters

City Council Speaker Julie Menin and Transportation Chair Shaun Abreu (D-Manhattan) released a video Tuesday promoting Intro. 986, which would require the NYPD and DOT to test dynamometer devices for measuring speed, power, and torque of electric micromobility devices on NYC streets. The bill, part of over two dozen measures addressing e-bike and e-scooter regulation, would make New York the first U.S. city to use such devices for enforcement. Current legal limits are 25 mph top assisted speed and 750 watts, with a city-wide 15 mph riding limit in effect since last year. NYPD Deputy Commissioner Michael Gerber questioned operational logistics at a hearing last month, while the bill's vote is expected in coming months.
