NYC Mayor Demands ICE Stop Using City Park Lots, Threatens Lawsuit

Mayor Zohran Mamdani sent a letter Monday to Homeland Security Secretary Markwayne Mullin and ICE officials demanding federal agents stop using city-owned parking lots in the Bronx and Queens for immigration enforcement staging without authorization. Reports identified agent activity at Van Cortlandt Park in the Bronx and along 111th Street near Flushing Meadows Corona Park in Queens, where lots sit adjacent to a city-run preschool and cultural institutions. Mamdani cited a February executive order barring non-city law enforcement from using municipal parking lots as staging grounds without a judicial warrant. The administration also announced new Parks Department protocols requiring workers to verify federal agents' credentials, contact agency attorneys, and refrain from granting access to restricted areas absent proper authorization.

Election Day Service Changes, Central Park Water Project Begins, E-Bike Safety Debate

A $35.7 million water management project has begun at the north end of Central Park, connecting the Harlem Meer, the Loch, and the Pool via a recirculating system expected to keep 132 million gallons of stormwater out of city sewers annually upon its 2028 completion. Central Park Conservancy President Betsy Smith acknowledged safety concerns from speeding e-bikes but argued against an outright ban, proposing zero-tolerance enforcement, additional bike lanes, and crossing guards instead. The NYPD has increased its presence in Central Park following a rape reported near the East 66th Street entrance on October 24, the fifth such assault in the park this year. Election Day service changes include no trash, composting, or recycling pickup Tuesday, November 3, with delayed collection beginning Wednesday.

Five Elected Officials Back Lighting for East River Park Running Track

In an Oct. 27 letter to Department of Design and Construction Commissioner Paul Ochoa and Parks Commissioner Tricia Shimamura, five local elected officials urged the city to incorporate permanent lighting into the ongoing East Side Coastal Resiliency project at East River Park's running track. The group—Assembly Member Keith Powers, Council Member Harvey Epstein, State Sen. Brian Kavanagh, Assembly Member Grace Lee, and Manhattan Borough President Brad Hoylman-Sigal—cited safety concerns for runners using the unlit track after dark. Campaign organizer Jason Froimowitz said securing dedicated funding in city or state budgets is the next step before Parks and DDC can issue a change request. Work on the northern section of East River Park is expected to conclude at the end of 2027.

The Peace House at 166 Avenue A in Manhattan's East Village, home and studio of artist Anton van Dalen who died in June 2024 at age 85, is listed for sale at $6.95 million through Sotheby's International Realty. The four-story townhouse, purchased in 1972 by the van Dalen and Schneider families, has featured the word "PEACE" painted on its facade since the early 1990s as a response to the Persian Gulf War. The property includes three residential spaces, a rear terrace, and rooftop space where van Dalen kept pigeons. Approximately 4,258 square feet of unused development rights are attached to the listing, raising questions among neighbors about potential future redevelopment. Van Dalen's daughter Marinda described the sale as bittersweet but in the families' financial interests, expressing hope that new owners would preserve the PEACE inscription.
