DOJ Sues California to Block Counting Mail-In Ballots Before Nov. 3 Election

The Trump administration filed a lawsuit Thursday against California election officials, seeking to bar the counting of mail-in ballots from approximately 20,000 individuals identified as "likely" noncitizens until their immigration status is verified ahead of the Nov. 3 midterm elections. The Justice Department delivered a password-protected thumb drive containing the names to Los Angeles County Registrar Dean Logan on Tuesday; Logan and Secretary of State Shirley Weber are named defendants. Weber stated the federal government has provided no evidence supporting the noncitizen claims, noting DHS previously flagged 190,000 names that were later reduced to 20,000. California Attorney General Rob Bonta said the state will not comply with the federal requests, calling them "baseless" and a violation of a federal law prohibiting voter-roll changes within 90 days of an election.

FEMA Disaster Case Management Funding for LA Fire Survivors May Run Out by End of Month

Hundreds of Eaton Fire survivors in Altadena and across Los Angeles County face delays rebuilding as FEMA's Disaster Case Management program could exhaust its funding by the end of October. FEMA has agreed to reimburse California approximately $13 million, still $6 million short of what the state says it needs to continue the program. Antonio Manning, chair of the Eaton Fire Collaborative Long-Term Recovery Group, urged federal accountability, while former FEMA official MaryAnn Tierney attributed delays partly to bureaucratic challenges in activating and winding down the 24-month grant period. Red flag fire warnings were issued for some southern California communities that burned last year.

California Orders Lenders to Report on LA Fire Insurance Payout Handling Within Two Weeks

The California Business and Consumer Services Agency and the Department of Financial Protection and Innovation ordered mortgage lenders, including banks and credit unions, to report within two weeks on how they have handled insurance payouts to survivors of the 2025 Palisades and Eaton fires in the Los Angeles area. DFPI has received more than 160 complaints since January 2025 about payment delays or other issues with lenders holding insurance proceeds before distributing them to homeowners. The fires destroyed more than 16,000 homes and structures, and very few have been rebuilt. Gov. Gavin Newsom signed a law last year requiring banks and credit unions to pay interest on insurance payments they hold, and survivor advocates say delays cause serious emotional and financial harm during rebuilding.

ICE Arrests at California Community Colleges Prompt Campus Safety Measures

Federal immigration enforcement agents arrested a student's father in the Allan Hancock College parking lot in Santa Maria last Monday, one of at least 17 arrests in the area that day per Assemblymember Gregg Hart. The incident follows similar encounters at Santa Barbara City College (December), San Diego Community College District (last month), and Santa Monica College (May). In response, colleges are installing signs restricting immigration enforcement operations on campus property and adopting policies requiring prior approval for law enforcement activity; San Diego's district spent $71,000 on 68 signs. College presidents acknowledge limited legal authority over public spaces like parking lots, where agents need no warrant to operate.
