Mamdani Orders NYPD Use-of-Force Review After Officer Retires Before Trial

NYC Mayor Zohran Mamdani announced Monday a comprehensive review of NYPD use-of-force policies—the first in a decade—along with $2.6 million in additional funding for the Office of the Inspector General and new safeguards to prevent officers from retiring before disciplinary proceedings conclude. The announcement followed the May 13, 2026 retirement of Officer Salvatore Alongi, who fatally shot 19-year-old Win Rozario during a March 27, 2024 mental-health crisis at his Ozone Park, Queens home. The NYPD acknowledged failing to notify the Civilian Complaint Review Board that Alongi was seeking retirement, a breakdown Commissioner Jessica Tisch attributed to a civilian employee who was subsequently demoted. Two major NYPD unions opposed the review, while Rozario's family demanded Tisch's removal and an independent investigation into the retirement process.

Central Park Loop Deaths Prompt Debate Over Bike Speeds and E-Mobility

Two deaths on Central Park's six-mile loop in two weeks have prompted transportation experts to weigh in on safety after the park banned cars in 2018 and began reconfiguring bike and pedestrian lanes. A pedestrian was killed by a bicycle last month, and a cyclist died last week avoiding an off-leash dog. Transportation engineer Sam Schwartz recommended banning e-bikes and standup scooters from the park, while attorney Peter Beadle, representing a bike club suing over a proposed 15-mph speed limit, attributed conflicts to increased runners and cyclists sharing space. Separately, District 3 Superintendent Dr. Reginald Higgens will deliver a State of the Schools Address on Tuesday, October 20th, from 5 to 7:30 p.m. at PS 163 (163 West 97th Street).

LMC Proposes 6–12 School Expansion at CB1 Education Committee Meeting Oct. 13, 6 p.m.

Lower Manhattan Community Middle School (LMC) will present a proposal to expand from grades 6–8 to a 6–12 model at the Community Board 1 Education Committee meeting on Tuesday, October 13, at 6 p.m., held in person at 1 Centre or via Webex. The school, located at 26 Broadway with an entrance at 81 New Street, has grown from about 200 to roughly 350 students over 16 years and currently shares facilities including a ground-floor gym with Richard Green High School of Teaching. Earlier this year, the DOE proposed co-locating an AI/STEM high school with LMC, but CB1 opposed that plan and the idea was subsequently dropped; the Urban Assembly School has also vacated the complex. CB1 noted there are no 6–12 public schools in Lower Manhattan and cited research on reducing school transitions to support student development.

Lower Manhattan Roundup: Canal Street Changes, Helicopter Noise Complaints, Rising WTC Rents

A Lower Manhattan civic blog roundup highlights several neighborhood issues: CB1 board member Kenneth Lay of the Stop the Chop group urged curtailing non-essential flights from the West 30th Street Heliport in Hudson River Park. Wellington Chen of the Chinatown Partnership Local Development Corporation described illegal counterfeit vendors on Canal Street as a persistent "cat and mouse" problem blocking pedestrian passage. Two Tribeca tenants accused rental firm Compass of monopolizing Manhattan rentals by hiding listings from platforms like StreetEasy. Meanwhile, Downtown commercial space is filling rapidly: most new World Trade Center buildings are 90 percent occupied, with asking rents at 4 WTC rising from under $90 to $120 per square foot and 7 WTC at $115–$130 per square foot.
