ICE Arrests Surge in San Joaquin Valley; At Least 100 Detained in Early October

Residents of the San Joaquin Valley report a sharp increase in ICE enforcement activity in early October, with activists documenting at least 100 detentions over three days and daily van arrivals at the Fresno ICE office rising from about two to 10–15. Luis Arreguin, a 54-year-old worker living in the U.S. for 49 years, was arrested on Oct. 1 near downtown Fresno while heading to work; his family held a vigil Wednesday night as he faced transfer within the detention system. In Mendota and Chowchilla (Madera County), residents described empty streets and parents afraid to leave home, with some workers carrying immigration documents to construction sites. The surge follows the Ninth Circuit Court of Appeals' August reversal of a 2025 preliminary injunction that had restricted Border Patrol raids in the region. ICE declined to confirm increased activity, citing operational security.

Fresno Officials Propose SHIELD Act to Limit Sex Offender Group Homes

Fresno Mayor Jerry Dyer, Councilmember Mike Karbassi, District Attorney Lisa Smittcamp, Sheriff John Zanoni, Police Chief Mindy Casto, and City Attorney Andrew Janz announced the SHIELD Act at a Tuesday press conference, proposing to cap sex offender group homes at one per council district (seven citywide) with mandatory licensing and financial/criminal penalties for non-compliance. Officials cited out-of-town operators exploiting Fresno's affordable housing and California's Elderly Parole Program as drivers of concentration. The proposal follows a 2026 Fresno County ordinance limiting offenders in single-family homes to six, which three registered sex offenders and a Sacramento-based advocacy group sued over as unconstitutional; that lawsuit has no final verdict.

Kerman Mayor Confronts ICE Agents Detaining Four Outside Local Bakery

Kerman Mayor Maria Pacheco confronted ICE agents around 6:30 a.m. Thursday after they detained four customers outside La Princesa Real Bakery, a roughly 20-year-old local business. One detainee was later released due to lawful immigration status. Community groups monitoring Fresno-area ICE activity report that recent operations have relied on patrols near sites frequented by immigrant workers rather than targeting individuals with warrants. Pacheco, running for the District 1 Fresno County Board of Supervisors seat in the Nov. 3 election, said she recorded the confrontation because ICE is 'not truthful about how these situations are occurring.'
