Solano rejected formal Claybank jail closure in September, citing the jail's kitchen

In its September response to a civil grand jury report urging closure, Solano County said Claybank Detention Facility in Fairfield had held no inmates since June 10. The county said at that time the jail was in “warm closure” while its kitchen fed all of the county’s jails. Supervisors declined to close it formally, to reject $13.4 million in planned projects there, to hire an outside budget reviewer, or to create a citizen oversight committee. No later occupancy update was verified.

17-Year-Old Arrested in Friday Mass Shooting at Fairfield Spirit Halloween Store

Fairfield police arrested a 17-year-old suspect Monday, November 2, for a mass shooting that killed Constance Hages, 31—who was pregnant—and wounded six others at a Spirit Halloween store inside Solano Town Center around 8:30 p.m. Friday. The suspect, identified within hours via surveillance video by a school resource officer who recognized him as a former student of a local high school (the specific school was not identified), was taken into custody at a residence in Suisun City. Six victims were hospitalized; one 19-year-old man remained in critical condition as of Sunday evening. Fairfield Police Chief Dan Marshall said the suspect had committed a prior shooting in 2025 and served time in juvenile hall, and he called for state legislative changes regarding juvenile accountability.

Solano County Planners to Discuss Collinsville-Area Rezone Thursday at 6 p.m.

The Solano County Planning Commission will hold a public hearing at 6 p.m. Thursday, November 5, in the Board of Supervisors Chambers at the Solano County Government Center, 675 Texas St., Fairfield, to consider recommending a zoning change for 1,312 acres east of Collinsville owned by Flannery Associates LLC, the company behind California Forever. The proposed change would rezone the property from Exclusive Agriculture to Industrial-Water Dependent, aligning it with the county's 2008 General Plan designation for water-dependent industrial development along the Sacramento River. County staff emphasize the rezoning would not approve a shipbuilding facility or any specific project; future development would require a Specific Plan, use permits, additional public hearings, and CEQA environmental review. The hearing also includes a proposed amendment deferring agricultural mitigation requirements until an application is submitted for a qualifying nonagricultural use.
