Rural Elk Grove residents rely on private wells drawing from the Cosumnes Subbasin, which operates under a state-approved groundwater plan signed off in October 2023. The Omochumne Hartnell Water District banks Cosumnes River water underground across up to 1,299 acres of farmland, with pumping metered since January 2022 and design work begun in June 2025 on an additional pump at 8201 Grant Line Road in Elk Grove. The basin's first five-year compliance check-in is due in January 2027. The city's General Plan environmental review identified a significant and unavoidable impact tied to new or expanded water supply infrastructure, with three providers—Sacramento County Water Agency, Elk Grove Water District, and Omochumne Hartnell—serving all growth.
