Elliott Woods Tenants Report Hazards, Displacement During Chapel Hill Renovations

Residents of the 79-unit Elliott Woods Apartments in Chapel Hill say exterior construction began before tenants were relocated to hotels, leaving unmarked hazards including exposed nails and undesignated work zones. The complex was sold by nonprofit INCHUCO to Seattle-based Vitus Group in May as part of a low-income housing preservation effort backed by $7 million in Town of Chapel Hill bonds. Tenants report inconsistent property management by Fayetteville-based Remnant Management, shifting move-out deadlines, and confusion over new income eligibility thresholds that disqualified some households from returning. Chapel Hill Mayor Jess Anderson sent a letter to Vitus on October 13 requesting meetings with the developer, property manager, and contractors, while advocacy group Orange County Justice United is assisting residents in understanding their rights.

The proposed ordinance targets the "missing middle" housing gap and includes stronger native-plant targets and downstream flood-impact requirements.
