The Kelso Police Department responded just before 7 p.m. on Halloween evening to reports of a man in a white utility van who allegedly grabbed a girl by the arm while she was trick-or-treating. The girl told officers the suspect wore a black hoodie and dark jeans, and that she escaped after kicking him in the groin. Officers searched the area but found no matching vehicles or suspects, and security footage from the neighborhood is being reviewed.
