A plainclothes ICE agent shot and wounded 28-year-old Oscar Belgal in Marble Hill on Oct. 8, with a 5-year-old child in the back seat of his vehicle. Subsequent protests drew NYPD officers who allegedly used force against demonstrators, including pushing Democratic Congressional Nominee Darializa Avila Chevalier to the ground. Avila Chevalier called for Police Commissioner Jessica Tisch's resignation and the disbanding of the Strategic Response Group, while Mayor Zohran Mamdani said he made unsuccessful calls to President Trump and Homeland Security Secretary Mullin seeking Belgal's release. Tisch stated at a press briefing that the NYPD had no involvement in the federal operation prior to the shooting and that federal agents assumed investigative control. Belgal remains held at Brooklyn's Metropolitan Detention Center with a bullet lodged in his neck and pending surgery, according to his attorneys.

Federal prosecutors unsealed charges against Moises Freire, 19, of the Bronx, alleging he brought fentanyl to a dorm room at New York's Fashion Institute of Technology on March 18, told two students it was cocaine, and raped one while she was unconscious. The victim lapsed into a coma and died March 21; her friend also took the drug and nearly died. Brian Peralta Cabrera, 18, of Queens, faces related fentanyl-distribution conspiracy charges, while a third defendant pleaded guilty in September to conspiracy to distribute narcotics resulting in death. If convicted, Freire and Peralta Cabrera face a mandatory minimum of 20 years and possible life sentences.

Lawyers for Oscar Belgal filed a petition in Brooklyn federal court Wednesday alleging that an ICE officer shot him in the neck without identifying himself while he sat in his car with his 5-year-old son on Oct. 8 in New York City. DHS officials maintain officers opened fire only after Belgal accelerated into two government vehicles and toward other officers, per ICE enforcement head Marcos Charles. NYPD security camera footage shows a masked man approaching the vehicle and striking the driver's window before shots were fired, but does not conclusively resolve the dispute. Belgal remains detained at the Metropolitan Detention Center in Brooklyn without surgery for the lodged bullet, his lawyers say, while DHS states the incident remains under investigation.

The MTA has begun applying "Made Possible by Congestion Pricing" seals to transit upgrades funded by the Manhattan vehicle-tolling program. Four elevators installed at the 42nd Street–Bryant Park/Fifth Avenue subway complex are the first to receive this labeling. The initiative aims to raise $15 billion for capital improvements, including accessibility upgrades at 23 stations to meet ADA compliance. The 42nd Street station, which serves over 100,000 daily riders, currently has low elevator availability rates that the new installations aim to address.

NYC Mayor Zohran Mamdani released a roughly one-minute campaign video Thursday calling Republican gubernatorial challenger and Nassau County Executive Bruce Blakeman a "bad apple," citing Medicaid, child care, and ICE cooperation. Mamdani, speaking after an affordable housing event in East New York alongside Gov. Kathy Hochul, said he expects to join her on the campaign trail before Election Day on Nov. 3. The video references Blakeman's past statements on cutting Medicaid in half and his county's cooperation with federal immigration authorities; Blakeman denied saying he would cut Medicaid during Tuesday night's NY1 debate. Mamdani highlighted a $1.2 billion child-care investment with City Hall that launched 2,000 free seats for 2-year-olds this year, with 10,000 more expected next year.

Federal prosecutors urged a New York judge to impose life sentences on luxury real estate brokers Oren Alexander, 39, Tal Alexander, 40, and their brother Alon Alexander, 39, convicted in March of sex trafficking and related charges involving at least 70 alleged victims over two decades. The brothers, once known as real estate's "A Team" for high-ticket sales and celebrity clientele, face sentencing on Oct. 27 before Judge Valerie E. Caproni. Prosecutors cited a pattern of drugging and assaulting women during luxury getaways beginning around 2001–2002, while defense attorneys recommended 15-year terms and maintained the brothers' innocence. The Probation Office recommended consecutive 15-year sentences per victim, totaling up to 195 years for Oren Alexander.

Following a shooting in Marble Hill last Thursday in which federal agents fired at 28-year-old Oscar Belgal while he was in a car with his five-year-old son, multiple Queens elected officials renewed calls for ICE to be abolished and removed from New York City. Assembly Member Jessica González-Rojas, Assembly Member-elect Brian Romero, Council Members Julie Won and Tiffany Cabán, and other state legislators cited fears for immigrant-dense neighborhoods including Corona, Elmhurst, and Jackson Heights, noting reduced foot traffic and economic strain on local businesses. U.S. District Judge Hector Gonzalez temporarily barred Belgal's deportation and ordered federal authorities to justify his continued custody; his attorneys allege a bullet remains lodged in his neck and that recommended surgery has been denied. Mayor Zohran Mamdani said he has no plans to fire NYPD Commissioner Jessica Tisch despite calls from some officials to do so over the department's response to protests.

The New York Times reports that 5 World Trade Center, the only residential tower planned for the WTC site, remains unbuilt after 25 years, with the governor's office urging the Port Authority to remove Silverstein Properties and BGRE from the project and re-bid it. The NYPD confirmed that a preschool in Tribeca received an anonymous phone call last Friday from an unknown person threatening to "shoot up the school." The school activated its lockdown protocol, moving children to a secure location until police gave the all-clear, while classes not in the building were sent to an emergency evacuation site. Through parent-network communications, the school learned that at least two other local preschools reportedly received similar threats within the past week, though the NYPD could not confirm those additional incidents. No arrests have been made and the investigation remains open.

Construction materials from the General Services Administration’s renovation of 26 Federal Plaza remain stored along the eastern lane of Broadway south of Worth Street. Although sidewalk access reopened in 2024, the materials have continued to occupy the lane, creating a pinch-point that slows bus traffic on this busy Downtown thoroughfare. The GSA has stated that final repaving and fence removal are planned for completion in the near future, though no specific date was provided.
