Mebane Council Rejects Proposed 120-Unit Apartment Development
The Mebane City Council unanimously voted 5-0 to reject TMTLA Associates' proposal on behalf of Toledo Builders to construct a 120-unit apartment complex called "Gardens on 11th" on a 13.96-acre tract along South Eleventh Street in western Orange County. The council cited inconsistency with the Mebane 2045 Comprehensive Plan, concerns over increased density and height, unusual parking placement, and the developer's request to sewer all 120 units in one year—exceeding the Unified Development Ordinance cap of 72 sewered units per calendar year. The original approved plan for the site called for 51 townhomes by Meritage Homes, but the property was sold to Toledo Builders, which proposed five three-story apartment buildings instead. The developer may return with a revised proposal after completing the Technical Review process and presenting to the Mebane Planning Board.
